ในกรณีผู้ร้องเรียนเลือกที่จะไม่เปิดเผยชื่อ ต้องระบุรายละเอียดข้อเท็จจริงหรือหลักฐานที่ชัดเจนเพียงพอ ที่จะแสดงให้เห็นว่ามีเหตุอันควรเชื่อว่า มีการเข้าไปมีส่วนร่วมในการให้สินบนหรือคอร์รัปชั่น In case the complainant chooses not to reveal their name and identity, a detail facts and evidence must be presenteded to show that there are reasonable grounds to beleive that any person is involved in bribery or corruption.
